Obsidian Shard not working correctly after 1.4?

I'm level VR 7 DK and I decided on my second toon that I would check out Resto Staff as an offensive weapon. I have found the results to be very satisfying. The Cycle of Life passive returns Magicka after every heavy attack. I use Obsidian Shard to stun enemies and then hit them with a heavy Resto attack, which basically returns enough Magicka so that you simply never run out. Stun, heavy attack. Stun, heavy attack. Rinse and repeat. I can solo any boss not immune to CC.

I also keep Flame Lash handy, which returns Health after the second strike on a stunned enemy.

So as you can see, CC is an important part of my build. Lately, since 1.4, I have noticed that Obsidian Shard, my main stunning tool, simply doesn't work some of the time. Not occasionally, I mean like every fifth or sixth time.

I scoured the Patch Notes to see if it had been nerfed. I looked at the description to see if it had been changed to something like "has an 80% chance of stunning an enemy." But I can't see where it was changed on purpose, so I can only conclude that it is glitched. Does anybody have any corroborating experiences to add, or is it something I am possibly doing?

Incidently, I use one of those addons that tells me when an effect has ended, so I know when the cooldown has ended . And to be clear, the animation and sound play exactly normally...the projectile fires and impacts on the mob. They just don't stop attacking me.

I have been playing this build for three months without this problem. CC is really important and when the Obsidian Shard fails to stop the mob, it impacts things very badly ie I die. Anybody have any advice to offer, or ZOS, got any thoughts on this? I need my Shards to knock down the big baddies. I don't know how these people are getting 1000 DPS...I can barely manage 200 with my staffs and 600 with my Ultimate. So I need them to lay down while I tickle them to death, and I need them to lay down consistently.

    I've noticed kinda the same thing on my v2 sorcerer. Seems our spell Crystal Fragments doesn't hit 10-20% of the time. It has a very similar effect as Obsidian Shard. Stealth Nerf to vr mobs stun resist maybe?

    Does it seem like its more prevalent since 1.4? I like that term...stealth nerf. Like VR7 trolls need a nerf. :-)

    As a follow up, I now notice the same behavior occasionally when I use the knockback with the flame staff. What's up with this, ZOS? I died twice yesterday specifically due to this glitch. You can email me two filled grand soul gems any old time. Or if you want to count the times it has happened since 1.4, mail me about thirty.
