why do i have to see bug users in Cyrodill?

i've been seeing someone using Dmg reduction bug which make him take aroudn 70% less dmg in Cyrodill.

yeah, i've been reporting this guy everytime i see him. third time untill now.

BUT somehow, i can see this guy still in Cyrodill mocking every other honest players.

it seems ZOS is encouraging ppl to use bug intead of banning bug users.

great job.

i'd rly appreciate action against Bug user. SRSLY.

he is taking 70% less dmg from all attack including AOE all the time, whenever i attack him. There was no single shield on him.

i don't think there's a spell which make you take 70% less dmg permanantly.

Take a look at the Alliance section of this forum. It's a known player who has been named and shamed on here before, keeps doing it, and never gets banned. There are a few other vamps doing this as well.
