I have a V5 Khajiit for this one, which works for me, but don't know if it is the 'best' one.
I use a restoration staff and the Clanfear is my 'tank' in PVE lol
Like the Atonach (or something like that) ultimate.
I know what you mean, I have a Khajiit Templar which according to the sites should be sub-par, instead he's my strongest character.
But I also rolled an Altmer Sorc so I had to vote Altmer, ok maybe not HAD to, but I do like him.

Altmer, only because they're the only race with a bonus to lightning. That being said Breton is the other obvious one. I am surprised more people didn't put down Dunmer though. They have the same bonus to magicka, and a strong stamina bonus. They also have uber fire resist and fire damage, which is nice on a staff. I guess it depends what you want. Personally I think any race can do just fine.

I think the Altmer has the most direct boosts for power, followed by the Breton who swaps a magic racial for light. That covers AD and DC. In EP I would say the Argonians then the Dunmer depending on whether you're after healing or something else.

If I were playing only pve with the current game mechanics I would have gone Altmer but since I mostly play pvp the benefits of Brenton out weigh the Altmer because the magicka reduction applys to all your spells offensive and defensive.
However, if u only play in groups and zergs and like to spam impulse then Altmer might be the better choice personally I find that play style rather boring so I don't do it.

Honestly, I would possibly have preferred Altmer over Breton for my sorcerer, but my Breton does do extremely well. I just couldn't bring myself to make an Altmer due to the lack of even remotely dark hair and the full sleeve tattoos being gold in color instead of black. So my preference between the two ideal races for a sorcerer are based on aesthetics, really.
