50 daily's in Cyrodiil - each vet level doing all daily's gives you 33% towards next VR level (I'm getting 36,000 VP, roughly, per quest turn in at VR12). So in 3 days you'll get your next VR level, and to get to 14 you'll need 9 days total (for you).
I'm not saying what you're asking for is wrong, just making sure you know something exists to earn VP that doesn't require a team. All up for more content though, if they want to provide

The long answer is that all new content should scale with group size.
Content available only for a 4-groups or 12-groups are either :
- As you say, a horrible decision, not to mention patently discriminatory against the single largest player base in the game.
- Patently lazy coding. Dolmens scale with the number of attacking players, there's no reason scaling couldn't be implemented elsewhere.
All in all : ZoS, please ... next time, give us a thought ?
