Quick question about the Upper Craglorn - where does the quest for the final part (Defeat the Exalted Viper) of this achievement start?

So just had a group do the first 2 quests, 2 people got the quest (Dawn of the Exalted Viper) from a npc that runs up to you in Dragonstar and the other 2 people... well that didn't happen and we can't share the quest with them, it's acting like they haven't completed a part or something.
Edit: I think we figured it out... the 2 of us who could get the quest have completed the Lower Craglorn main quest, the other 2 haven't.Edited by quarnyrwb17_ESO on September 17, 2014 2:49AM0 -

✭It has prerequisite (see above) quest before that lady runs to you with a quest icon as soon as you enter Dragonstar - that is the quest for Dawn of the Exalted Viper. It will only show up if you have the prerequisites
It will take you to Belkarth, to which will lead you to one of the last delves.0
