It's known as guerrilla warfare and is a time honored tactic. Used to be both sides of an army would dress up in colorful uniforms and go face off on an open field and just shoot each other. Then somebody got smart and said, "Screw THAT BS!" and started taking shots with their longer ranged squirrely rifles from the cover of the woods. Having to deal with stealthers is just part of combat. Just like those uber-stealthy vamps have to deal with being burned to ash in a matter of mere moments when they ARE caught.
As to switching gear when you get closer to the battle, well you have to let that gear take up space in your inventory AND you have to take the time to switch out at least 5 pieces as a rule. That is plenty of time for someone to catch you, wreck you, and send you back to the rez. I honestly don't see it as a big deal. BUT if ya'll cry about it hard enough I suppose ZoS could put a restriction on Cyrodil that, once you enter the zone, you are in the armor you're in and you can't change it anywhere but your area's stronghold or forward camp.
In pvp gear space isn't all that important, and with addons switching gear is fast, as long as you are out of combat. My comment wasn't about people going into combat, but more using it to get from base to base actually. There were people using the set just to get from one location to the next and avoid conflict on the road. If this got to be a big thing, it would mean very few people for stealth attackers to pick off on the road. I would be most concerned with the side affects this would have on cyrodil not as much as the benefits gained from the increased speed.
Like I said in an earlier post, I think they could of fixed the problem differently ( maybe make it like fiords set for stealth, reduction of sneak cost and a smaller increase in sneak movement), but looking at the longevity of cyrodil I could see this having drastic problems.
The thing is, as a percentage of the PvPing population overall, vamps using Night's Silence was not all that huge. And for the ability to travel stealthed they sacrificed a great deal of combat utility. I've been out PvPing in Cyrodil and doing the stealthy travel and I can tell you that I still saw a LOT of people on the roads and traveling through the woods and other areas. All the crying and moaning is due to the fact that some of the easiest players to kill are (or WERE) some of the most difficult players to find. But I also frequently get spotted out...and guess what happens then? That's right, my speed breaks! So the idea that this set was going to have a huge negative impact on Cyrodil and ruin it? Completely ludicrous! And this is why those of us who enjoy PvP but are primarily here to PLAY THE GAME end up hating and despising PvP and PvPers... because they are CONSTANTLY wrecking gameplay as they look for the next exploit and new ways they can "get over" on other players because gods forbid they be denied any opportunity to pwn noobs. These people are the DEATH of game after game.

My set is still working, but I'm not a vamp. Maybe your vamp abilities override the set. Or you might want to contact CS. Or you could cure your vampirism. Can't have both.
