Dragons mounts are a no go area, they are extremely rare, extremely hostile, and would shatter the Elder Scrolls lore completely.
The history of the Dragons is written up, with no leeway in it at all. But not the history of individal dragons, individual dragons (as in one maybe two) might be able to appear as bosses or quest givers, but that's about it.People believe what they either want to be true or what they are afraid is true!

Maybe I wasn't coming across clearly (my fault), I wasn't saying it isn't lore breaking, just that it isn't as bad as dragons.
Dragons were being hunted down by the (Akaviri) Dragonguard (and later their inheritors the Blades), anyone riding them would have been noted, as would sightings of Dragons.
