Those guilds will be added after the Justice System, so do the math. We are looking at at least mid 2015.

It would be an impressive and very large update if they have story lines from level 5 through end game like the other guilds do.

I have a feeling they will be level 50 quests. This way, they will still be of value to players who have already played through the game and are at max level, and low level players will be able to focus on the other two guilds and not be overwhelmed with four. Plus, adding level 50 quests that require revisiting previous zones would add reason to go back to low level zones.
Other alternative would be that the quests scale to your level. Either way, with the justice system, players can still steal and murder without joining either guild as they level.
