Primary Leveled Ingredients? or Did I misunderstand the system and factors applied?

I needed Mutton Flank yesterday so I took my newest Level 14 DC character to the northern most city in Glenumbra to be at proper zone level for Mutton Flank. We can't kill sheep yet again to harvest so that was not an option.
As I was running the barrels/sacks/crates of the city and buildings I did harvest about 6 mutton flank. But I also received tons more Capon Meat (L1) and Shornhelm Grains (L1) and Battaglir Weeds (L5) and Iron Peat (L5). I also found Secondary Meal, Drippings, and Thin Broth. As well as some Potatoes and Salt.
Up to now I had understood Primary Ingredients to be strictly zone leveled with some overlap as zone levels overlapped. Secondary ingredients to be zone leveled in a range from 1 to the highest for that zone. And that recipes were now Character and Zone leveled.
But my results from yesterday make it appear that Primary ingredients were primarily RNG and lesser zone leveled. Without RNG I would have only expected to receive Level 15 Primary ingredients along with Level 1-15 Secondary ones.
Anyone else seeing this? And does it seem as a recent change to ingredient harvest within the last 2 weeks or so?
