The only time I've ever had to use /stuck is when the game either teleported me a great distance away from where I was (and consequently underneath the ground) or the game failed to load the the environment properly, causing me to drop below the ground or putting me inside the environment.
Since this is a failure of the game engine,which I have reported regularly for almost a year now, I don't think players should be charged gold for something entirely beyond their control. I also thing ZOS should take responsibility for the problems with their game.
I've thought of three things ZOS could do rectify this issue, in increasing order of strictness:
1. Refund the gold charge when /stuck is used from a place where the player is clearly stuck, and could not have gotten there through their own means.
2. Convert the gold charge into $USD (1:1, i.e, 81 gold = $81) and deduct it from their lead developer's salary until they sit up and take notice.
3. As 2, but credit the player's play time, until the entire company sits up and takes notice.
What do you think? Other options welcome.

Just refund the charge. I'm not vindictive.
Refund the charge and charge the developer. There needs to be an incentive to fix these long-running bugs.
Refund the charge, charge the developer and credit the player. We need to be reimbursed for time lost and suffering.
None of the above. It's not like it's a lot of gold.
