Is burning talon considered a CC?

I'm not sure that burning talons is considered a CC in this game so I don't think any of the CC rules apply to it.

I have been told over and over in other threads just dodge roll out of talons and you get immunity to it for a few seconds. I have never had this work a single time. Unless the immunity is less than a second I am never immune to it even from the same caster. I never thought it worked but this weekend I payed extra attention to make sure it wasn't a second DK casting it or something. I get put in talons, dodge roll, same one drops talons instantly, dodge roll again same one drops talons again instantly .. after four times I'm out of stamina so that is as far as I could test it.

    Well technically you can "crowd control" with it to an extent. However there is no break-free for it, you just dodge-roll out of it.

    It's considered a "soft"-CC because it stops you from moving, but not from attacking, blocking, using potions, etc. as opposed to a "hard" CC like knockback. Another example of a soft CC is snare, while another example of a hard CC is stun.

    I've had the same problem in PvP; Retreating Maneuver from the Assault skill line seems to be the only way to counter it (if you have enough stamina).

    Dodge rolling out of talons should give you CC immunity, but I don't know if it actually does (post 1.3) as I haven't PvPed recently. People were reporting that the CC changes weren't working properly when 1.3 was introduced. Before patch 1.3, there was definitely no CC immunity to talons.

    If you've tested this recently, then I guess the perma-CC issue is still there and CC hasn't been fixed as intended in the 1.3.3 patch notes...

    No, I have not. I brought it up because the tooltip states it can be used as a counter. I try to ward off the DKs by putting up blazing shield whenever an enemy starts getting close (pre-talon&standard spam), but that's not an option for all classes and won't keep all players away.

    Retreating maneuver works fine for me and has correctly provided immunity to roots and snares as recently as this morning. Attacking or any other offensive action removes it, which may be what some people are doing and thinking it's broken...?
