Achievements are bond to our account. But what if a character is deleted, and was the only one that that got an achievement to unlock a dye. Does the dye stay unlocked or does it lock agian when toon is deleted?

You kinda answered the question in the question, assuming you were correct of course.. "Achievements are bound to our account." so if you delete the character (even the one that got the achievement), your account achievements would remain unless you delete the account itself.

Good question! I just tested this on the PTS ...

I created a new character and collected 10 resources to unlock the Dragonthorn Yellow dye. My previously created character had only collected 2 of 10, so the dye was not unlocked.

After completing the achievement, I confirmed that the dye was unlocked on both characters, then I deleted the character that completed the achievement.

The dye is still unlocked on my other character and I even applied the color to some armor to test after the deletion.

So ... at least as of v1.4.0.1038434 you will retain the unlocked dyes after deleting the character that did the unlocking.
