I've been thinking about this whole justice system

Will players be arrested or is it just the pay or die system? Being arrested and then breaking out would be great for people wanting to feel like an outlaw on the run or something. Dont even need to wait in real time, just have it work like other TES games. Sit in a bed and do your time

Will people being hunted by Bounty Hunters know who said hunters are? Or will they just be anonymous?

Will there be things worth stealing? So far only things lying around are just ingredients and basic gear which doesnt sell for that much. Will this be released with the Thieves Guild?

Are we still going to have a nation wide manhunt for killing a chicken?

    We don't have all the details, but we do know a few things that mostly answer your questions (except regarding jail, because no one knows):

    - There won't be bounty hunters. Players will be guards or criminals. Once you're flagged as a criminal, you'll know who the guards are, and they'll know who you are.
    - Of course there will be things worth stealing. Right now, there are a lot more than basic ingredients and white gear lying around. Presumably the Thieves Guild will add fences, or a similar mechanic.
    - No. Based on the Quakecon video, you're only targeted by guards for PvP once your bounty reaches a certain threshold.

    It's not once your bounty reaches a certain threshold, it's when you can no longer afford to pay the fine
    Allow cross-platform transfers and merges
