Some people are doing this deliberately. In one instance I asked the person to put their pet away politely (a pet not a summon) after arriving at Daggefall Wayshrine. The did respond but it was along the lines of "lol nope its funny". I couldn't retarget the Daggerall Wayshrine so I had to teleport via the map and pay gold to do so then ride my horse back into town.
Lol, I feel your pain. I think this was one of those things that looked good on paper but just didn't pan out in application. Seriously hope they removing collision from pets sometime in the near future.
On a side note, I wouldn't worry to much about getting band for losing your temper so long as you don't go into a 15 minute tirade of profanity and threats. I mean in all honesty if they banned everybody who spouted off in chat this would be a very empty game .
You got problems with pet gatekeepers and don t find a way to streak through, go around or do something else (e.g. find another bank)?
Is the cause at pet holder or collision control site?
This never happened to me. But maybe its a feature I did no know about. By the way my summoned pet would not do that

My familiars rarely enter the cities, mostly because I hate the winged twilight's wings flapping on screen while interacting merchants etc. But also because I don't want them to block other players' routes.
I saw this happen with other pets not just sorc summons. They sure pick convenient spots like Banks and Crafting Stations... Part of me thinks they are doing it on purpose.
I thought that dodge-rolling allowed you to bypass NPCs that were in the way?
edit: Incidentally, I don't recall ever having a trouble with somebodies winged twilight affecting my view of anything, and I play in first person where I'd assume they'd feel "bigger" than those playing in 3rd.

2. The only time you notice them is when they're in the way. The only time they are in the way is when they are stationary.
I've noticed this happening quite frequently in the Rawl'kha wayshrine, since the time I started teleporting there.
I usually just stop and let them get far ahead. I like to help clear the mobs up ahead, but sure, I don't mind if the conjuror does it for me...
