Hi ZOS: Question on future Champ system.

I would like to know if having more than one VR 2+ characters we be a benefit when the new champ system arrives. For example right now I have a VR 12 and a VR1; I've been avoiding the VR1 character right now thinking that having two VR 12's won't be a benefit when the new champ system arrives, and instead decided to play on other characters. So will there a be limit in the conversion when it comes? Or can I play to my hearts content and look forward to champ points galore?
