I see it as this:
Sweetroll: The people eating a lot of these may get diabetes and have their foot amputated. Thus I can just stand back at ranged and shoot them with spells and they they cant get to me.
Horker Meat: This could be a contender, but need to be careful that the meat is properly prepared. This can also be expensive if wanting the good cuts.
Nirnroot Wine: The more a person drinks the easier they will be to defeat. Drunk people normally don't have great balance and their intelligence is decreased.
Skooma: Same as the Nirnroot Wine, but more severe. They also gain addiction to the Skooma and it will be easy to hire them to do unsavory deeds like take out other players for more Skooma. Once they become an issue just give them more Skooma that has been laced with poison. They are so wasted they should not detect the poison.
Milk (for Milk Drinkers): Normally safe to drink and it does not cost much. Just make sure to buy from reputable dealers, as milk can also be dangerous if from an unsanitary milk farm. With a magic cold spell it will be possible to keep this just the right temperature.
