Cyrodiil, as in bravil, leyawin, kvatch, skingrad, anvil.

Anvil, Kvatch, etc. Cyrodiil borders all the way down Black Marsh to the south and to the ocean to the west.

But there is PvP in Cyrodiil. I don't think the original poster was trying to remove PvP from what is currently Cyrodiil. Simply asking if any they expand to include other areas of the empire, should they still be PvP, etc.
It's a valid questions. Cyrodiil itself is obviously built with balance in mind with the number of forts and their placement. But the heartland of the Empire, in my opinion, doesn't have to be entirely PvP-gated.
