Is the Torug's Pact armor set enchantment bonus working?

According with the armor set description, for a VR4 armor set, the enchantment bonus should be 30%. After including the armor big items and the weapons as part of the set (chest, pants, helmet, shoulders, staff), I'm getting the following enchantment values:
- Using a purple Greater glyph of health on a chest armor item (light armor, purple) with Infused I'm getting 129 Max Health. Doing the math: Greater glyph of health = 111 max health + 18.87 (17% Infused) = 129 Max Health. Applying the Torug's Pact enchantment bonus to the glyph base value should bring the enchantment to 162 Max Health.
- Using a purple Greater glyph of shock on a destruction staff (light armor, purple) with Infused I'm getting 59 shock damage. Doing the math: Greater glyph of health = 50 shock damage + 9.5 (19% Infused) = 59 shock damage. Applying the Torug's Pact enchantment bonus to the glyph base value should bring the enchantment to 74 shock damage.
So, unless I am missing something there is no enchantment bonus from the armor set in the above cases.

Mujuro✭✭✭✭AFAIK, the enchantment potency you reference applies only to weapons and not armor (assuming you are referring to the 5-item bonus).1
