Why is weather not synced?
Why is this not a bug that needs fixing? It makes PvP unfair and is not good for immersion when playing together with friends. Most annoying for me.

How does it make PvP unfair? It's not like players in the rain are slipping in the mud, loosening the grip on their weapons, or fires getting doused. It doesn't even affect visibility in any recognizable way to impact your ability to spot the enemy and target them.

Actually, brighter weather tends to make it harder to see in this game, especially if the sun is in your eyes.
I can kind of understand why this matters from an RP standpoint, but it's not unbalancing PvP in any way.----

Rain is not the main problem for me but the lightening flashes that come with it are.
Every time there is a flash of lightening my FPS drops, generally I notice bad weather = bad performance.

My husband and I game together and the first I noted this, I could hear thunder from his speakers, and I asked why it was thundering on a clear day ... He looks at me like I'm crazy and says 'it's storming, it's not a clear day at all'.
Well it was for me.Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

I don't see why it would... Since weather is being handled on the client's side. They could simply have the server feed the client a command to let the client know what weather to display. It doesn't have to be a 100% sync as in the same lightning flashes for everyone at the EXACT same time but if it's stormy, the client could just be told to produce a storm.
