Desktop Glitches
Normally, my desktop is organized as such...
It seems a little weird, I know, but it's how I like it. For some reason, when I alt-tab out of ESO, it sometimes does THIS:

I've actually started taking screenshots of my original desktop to make sure I know what goes where for when ESO does this. By the way, I know it's ESO and not anything else because it happens exclusively when alt-tabbing out of the game, and not when I alt-tab out of any other game.
NOTE: The second screenshot was taken this morning, hours after this... Glitch? occured. That's why ESO isn't open in the background.

rbenkepub19_ESO✭✭✭I don't know that it's fair to blame this on ESO. I've never known any application to re-arrange the Desktop, unless it was designed to do so. This doesn't happen to me with ESO. Perhaps it's a display issue with your computer, or with your local user profile.0
