Launcher stuck on start up.

Hey
First I had a problem patching because of a "manifest" that wouldn't load. They told me to delete the Zenimax Online studios filemap in programdata, which I did. I retried reinstalling the client but the launcher is stuck on start up and won't load or patch anything. See picture.
Any solutions?
