Ok, with update 2, they explicitly stated that weapon speed increases would work with all weapons now. Of course, that didn't happen, and it was listed in
this thread as a known issue. However, after coming back to the game a month later, I found the status in the thread updated to this:
Haste: Using this ability with ranged weapons is not fixed.
STATUS: This is working properly and was not actually broken in Update 2.
That sounds a lot like they mean that it's fine and they're not doing anything about it.
Okay, so I tested it out today on my destruction staff. Incapacitate lasts 20 seconds, so I'm led to beleive that, if the 30% attack speed increase is working correctly, I should be able to fire off more heavy attacks with it up than with it down over the course of 20 seconds. Results?
With Incapacitate: 9 heavy attacks
Without Incapacitate: 8 heavy attacks
Considering a small margin of error (since I can't measure partial attacks exactly), there is literally no difference in the speed. In fact, you're actually attacking
slower with incapacitate than without because you have to take the time to turn it on.
Am I misunderstanding the status on this fix or something? Or did I misunderstand the following?:
Attack speed now correctly affects all weapons and weapon types.

It would be nice to get an explanation so I can decide whether to redo my staff and completely revamp my build, which was dependent on attack speed, or whether I can wait it out and expect a fix... eventually. Any info, from anyone, would be appreciated.
