Ok, with update 2, they explicitly stated that weapon speed increases would work with all weapons now. Of course, that didn't happen, and it was listed in this thread as a known issue. However, after coming back to the game a month later, I found the status in the thread updated to this:
Haste: Using this ability with ranged weapons is not fixed.
STATUS: This is working properly and was not actually broken in Update 2.

That sounds a lot like they mean that it's fine and they're not doing anything about it.

Okay, so I tested it out today on my destruction staff. Incapacitate lasts 20 seconds, so I'm led to beleive that, if the 30% attack speed increase is working correctly, I should be able to fire off more heavy attacks with it up than with it down over the course of 20 seconds. Results?

With Incapacitate: 9 heavy attacks
Without Incapacitate: 8 heavy attacks

Considering a small margin of error (since I can't measure partial attacks exactly), there is literally no difference in the speed. In fact, you're actually attacking slower with incapacitate than without because you have to take the time to turn it on.

Am I misunderstanding the status on this fix or something? Or did I misunderstand the following?:
Attack speed now correctly affects all weapons and weapon types.

It would be nice to get an explanation so I can decide whether to redo my staff and completely revamp my build, which was dependent on attack speed, or whether I can wait it out and expect a fix... eventually. Any info, from anyone, would be appreciated.

    That thread you refenced is a month and a major update too old. I doubt they even update that one anymore.

    In my book at least destroction staff is a Ranged weapon.
    Why ranged weapons might be excluded from a such (huge) attack speed increase should be obvious.

    So as I read it, it does not affect ranged attacks (Destro Staff, healing Staff, Bow). And that is intended so.

    Note: Weapons Speed only affects your light and heavy attacks, in no way does haste, weighted, or any other weapon speed effect directly change how fast you can attack with any other ability.

    from what I have been led to believe, what speeds up is not the actual attack, but the time between attacks. As such, the difference will be negligible. This is the only game I have played where stuff like haste and slow (for attack speed) have been absolutely worthless.

    That's why I expected it to be fixed by now. Instead, it seems like the original notes were horribly misleading, so misleading that the reps on the forums didn't even understand them, and then they quietly updated it to say that it was fine, and no one ever said a word or even noticed.

    It's not at all obvious why an attack speed increase on basic attacks should be excluded from ranged weapons, either. It's not like a heavy destro attack is gonna do 1500 damage or something, not to mention that your movement is slowed a great deal while performing that attack.

    It would just be nice to get some explanation. I searched the forums and couldn't find a word about that status update in the last month. At least, with an explanation, I can just put in some feedback saying that the tooltips need to make clear that attack speed means only attack speed for close range melee weapons.
