Right now its "best" with high health, since the two other attributes doesnt work as intended. They will, and then people gonna scream for a respec again.
How you put your points is totally up to your tank style.
I use heavy, 2 medium for stamina regen. Stamina is my life blood, but I also use a fair share of magika when tanking.
I have 11 in magika and 14 in stamina. Rest in health.
I tank just fine.

I have a Templar tank. The accepted wisdom seems to be to stack Magicka on that class since they have so many self heals that use it, but I took the Honour the Dead morph of the instant self heal, which returns 88% of the power cost provided you're below 50% when you cast it, so I had to put all attrib points in health not to get oneshotted when dropping down that low.
Then they nerfed the hell out of the warlock set and buffed the heavy armour constitution passive, so I crafted some new heavy and started chasing a 19-per-tick proc , which is based off your health score. Ended up with every single armour slot having a Health Glyph as well as all my attrib points there.
Stamina is taken care of by a sword with a drain stamina enchant and one stamina regen ring, Magicka by two regen rings and my High Elf racials. I've had to adjust my rotation and weave a few autoattacks in between the skills but it certainly is tanky....
