DEVS: Please explain rationale for Oats and Tomato only being available through hirelings.

A while back, someone shared a response they got from CS that Oats and Tomatos only being available through hirelings was "working as intended". I'd like an explanation for the rationale for that since every other type of Consummate Recipes' ingredients are available from containers in the world. Why would 1 out of the 3 Food Consummate recipes and all 3 of the Drink Consummate recipes be able to be made with world drops while the other 2 can only be made if you are lucky and get the right ingredients from your hireling? That does not seem consistent and therefore I don't believe it IS working as intended?

I didn't hear anything about it being as intended and I know they are revising things now

This has been a regular complaint and ZOS have said several times this is how they designed it. But yes, since they're making huge changes to provisioning hopefully they'll lose that stupid idea.

My problem is I've plenty of both but never seen a recipe that uses them and without a useful economy I'm likely never to do so because I'm not going to support the craptitude of a guild-based economy this game suffers from.

Working as intended per ZOS.

Even with 5 chars at provisioning 50 and 3/3 hirelings, oats and tomatoes are still somewhat on the rare side of things ...

@fromtesonlineb16_eso: Don't give up hope! I finally found the Consumate Sweet Roll purple recipe on Monday. My first purple recipe ever! I think since 1.3.3 the purples are slightly less rare than before.

However if you want to unload some oats . . . . look me up!
