One of the things I loved about former Elder Scrolls (and even ESO) was random events. ESO has some fantastic ones (e.g. the dueling wizards, Coldharbor anomalies) but I'd definitely like to see more added to offer a bit more variety to the game.
Monster Hunters
In previous Elder Scrolls games, vampire and werewolf hunters would track the player down and try to kill them. I'd love to see ambushes that trigger at random, and force the player to confront their inner demons. Perhaps the NPCs confuse the player for a monster (werewolf) who attacked a village, and are exacting revenge.
Sheogorath Chests
Chests that spawn, but explode into a swarm of butterflies which flutter away upon unlocking. Sheogorath can be heard taunting the player from afar. Chests would appear as a normal chest visually (and perhaps reward the player with cheese as a droppable).
Rogues and Brigands
Enemies which spawn and attempt to rob the player. Standard stuff. Player could be given the option to kill them and/or intimidate them (varying depending on encounter).
Cultist Assassins
Molag Bal's cultists attempt to attack/assassinate the player (could spawn while waiting for Dolmens, outside areas with Daedric influence).
Unique Racial Events
If you're a Khajiit walking around in Ebonheart territory or a Dunmer in Daggerfall, you're likely to encounter faction loyalists who refuse to accept outsiders in their lands. Events and dialogue could open up in encounters trying to "drive out" unwanted races (either against the player character or loyalists threatening an NPC).
Defectors
Similar to the above, but the player encounters a defector from a rival faction asking for safe-harbor and for the player to help them back to the nearest town. Player can have the option to escort, intimidate... or even slay them (for faction loyalty).
Events like the above should be rare and unique, but... I'd love to see more variety and unique encounters. Things that are unique and rare, but have a small chance to trigger.
