Your statement is unclear and is causing me some confusion.
You say you want to use heavy armor, yet you also say you want a dps build. The two contradict each other and are considered Mutually exclusive events.
You cant have the highest defense and deal the most damage, that is practically the definition of overpowered.
Heavy armor was designed for tanking, at which it is terrible, it is however even worse as part of a Dps build.

If you want to wear heavy armor, do so by all means however this will not be a dps build.
If you want to do dps wear light armor.
Your best bet is to honestly wear light armor and just put on a disguise which looks like heavy armor.

Heavy armor is NOT only for tanking! Its for normal attack protection. Not spell.
    All armors has their effects.

"Best dps" will change cause Zenimax is fixing and balancing all the time.

2H DK doing damage, you need to pick what would protect you best, but MEDIUM armor is what gives most attack for you. Then it depends how protected you want to be =)

Heavy armor provides both armor and spell resistance, however not quite as much spell resistance as light armor, hence it was designed for tanking.
had it been designed for pure armor it would not provide a buff to spell resistance.
Granted it's not actually used for tanking, that fact however does not change what it was designed for.

You will want momentum and igneous weapon on your bar for more passive damage.

The two hander has a passive called arcane fighter that will increase your chance to apply status effects like "burning". Take advantage of that by adding multiple types of damage to your build like poison and fire which can each provide a dot.

For the first half of the enemies health bar run Heavy attack > Molten whip while keeping unstable flame on. Once the enemy starts to get past half health switch to heavy attack > executioner.

That is as far I got on playing around with the 2 hander. Oh you may want volcanic rune to help you with those 3 mob pulls. Throw it down so it hits all three then charge in.

    * Put flawless dawn breaker ultimate on your DPS bar and banner on your other bar. You are equipping it for the DPS passive it contains and because it charges fast if you need a quick battle roar stat heal.

What he said! I also like to throw uppercut on there when doing PvP. Between charging in, knocking down, knocking back, and disorienting them you can really control the fight. (small scale .. not in the zerg)

BTW I am aware that light armor and staff are superior but some people don't want to be herded into it ... I am one of those people. I tank and pvp just fine and have fun without conforming to the "proper" light armor set up.
