Multiple Character Campaign Restrictions

Are these in full effect? I have many characters, all different classes, races, factions, play styles. Since we've been cut down to 5 campaigns, all with varying rulesets, including 1 vet only, this would severely restrict whom I can pvp on if the same restrictions were still in play. So am I stuck choosing among my alts who can pvp and who can't?

Any word on this at all? Have people attempted playing the same campaign on alts? is it possible?

I have two characters mostly. One just hit 10 so I chose (now defunct) Wabbajack to go have a peek at Cyrodil. Both of my characters are AD. The other is still at 9 but she got an invite as well. This puzzled me. I looked at the Campaign list and Wabbajack was locked for AD so I suppose only one alt per campaign. I'm still wondering about why the level 9 got recruited though.
