Hi ZOS,
the official patch notes got posted more than 3 hours ago, but there is no post about the API changes other than the one from PTS (and they didn't include 1.3.1, 1.3.2 and 1.3.3).
I really thought you had learned from the last time, but it doesn't seem so...

ZOS_AmeliaR✭✭✭✭✭The Update 3 API Change Log that we shared for PTS in July is now live. The documentation (ESOUIDocumentationP3.txt) attached to that thread is the most current version. Hope this helps!0
