Question related to mounts (Horses) In ESO

Alright so I'm puzzled to how the horses function in this game, specifically how the upgrade system works, didn't know where else to get an answer for this one so...
My question: If I upgrade my horse so it is able to hold the maximum amount of slots and then fill my inventory up so the horse is fully used what happens if I then change the horse to one with less inventory? Where do the items that I stored in my horse go? What decides which is kept with the horse?

I ask this because I was wondering about the possibility of having all of my horses having 60 space so I could use them all as storage containers as well as mounts, or if it's better to have one specifically for speed and one for inventory space.

    If you change horse from one with saddle bags to one without, then you loose the inventory slots until you change back.

    In fact if you are using those inventory slots you can't change horses, unless the other horse has the enough inventory spaces.

    First, horses don't have their own inventory. They just increase your inventory. You can't store your items in their bags and then switch to another (empty) horse.

    Second, you simply can't switch to another horse, if the number of your items exceeds the capacity of your other horse.

    As you see, there is no need for multiples packhorses (except of the horse style :) )

    Ah, but if you bought a 17K horse, switching to a 32K Packhorse might be a goiod idea further on.

    I did buy a 17K horse, it was an excellent decision at the time, but further on I might need more inventory space, and will then consider the more expensive option.

    Edit~I am levelling up slowly across multiple characters in different factions, thus I would only now be getting enough to buy the more expensive packhorse. It will actually take me a bit longer to get the cash to buy the better horse, as I have been using my gold (feeding the horses and bag/bank upgrades)
