I'd prefer zero restrictions. If you want to go die trying a 12 man dungeon have at it. But what happen if you have 6 people, or if you have less than 12? there is no much to do except public dungeons, landscape content ..or pvp of course.

Now, in an ideal world you could have dungeons that scale in difficulty to the number of people in the group, but I think that would be a lot of work to implement and properly balance.
