Riddle me this, Batman; I'm standing on the southwest coast of Stormhaven here, facing out to sea - west by southwest. I'm right by the Alcaire Dolmen; right here:
So here I am; question is, what the heck is the big tower that looks strangely like the White-Gold tower - but is in the wrong friggin' direction? There should be nothing but Glenumbra in this direction.

I too have seen this. I thought it looked like the tower in the Imperial City. The view I'm remembering specifically is when you are approaching the city in Oblivion0 -
