Increasing spell and weapon damage

So, I get how to increase everything...except these two. How do you increase spell and weapon damage? Can someone give a quick summary?

Weapon Damage - This attribute effects the amount of damage you do with any skill found in the Weapon Skill Line.◦NOTE: It does not matter if the skill uses Magicka or Stamina as long as it is a Weapon Skill, it is governed by this Attribute. Anything that increases Weapon Power, increases this stat for a temporary duration.
Spell Damage - This Attribute increases damage/healing done by spells. Spells are ANY skills outside of the Weapon Skill Line. This Attribute goes up 1.5 per level.◦NOTE: It does NOT matter if the skill uses Magicka or Stamina. As long as it is NOT listed in one of the Weapon Skill trees it will be effected by Spell Damage.

It increases the damage of skills that scale based on stamina (all weapons except staves).
