No..there have been multiple threads on this. They said maybe in the future but there are no immediate plans. I think it was in the QuakeCon stuff they asked them.

I would hate for Shields to be dyeable tbh.
I hate the fact people are going to be running around in Neon -_-

I believe its treated as an armor piece for enchanting purposes so I don't see why it wouldn't be color customizable.

I can understand weapons (though I think there should be a set number of metallic options so I don't have to have a blue/gold sword at V12), but not shields. Yes, let me dye my whole outfit, except for the giant board that won't match, strapped to my back for me to stare at all day as I run around with my character. Makes a lot of sense.
