"We are currently investigating the issue and have an idea of what is causing it. We will be pushing a fix in the coming patch. This is a continuous effort to improve your experience, and is yet to be the final fix. Rest assured that resolving this issue is one of our top priorities."
If this thread goes on, you'll get a response similar to the above. I can assure you they have no idea what's causing it even if it's as obvious as those lingering orbs of green and the coincidental FPS drop right after the push of a major lighting patch.
People keep telling me they're gonna buy me an ale. They never do.
There are only two things I can't stand in this world. People who are intolerant of other people's culture. And the Elves.
I'm fairly sure the OP is more likely to get a response due to his choice of title, than any comment on possible fixes...lol

My FPS hasn't been horrible except certain times in PvP where everything comes to a complete halt and there have been multiple rollbacks in PvP lately.
Its not terrible, but it shudders a bit here and there, and in crafting areas doesnt like to always hold a solid 60 FPS. In beta/early release i had no issues like this. All we can do is wait, the game is still playable.
I had the FPS bug before, and since the fix my FPS is pretty solid, until it suddenly TANKS. Boom from 45-65 to 5 in about a second. Sometimes it gets better, sometimes not.
Seems like torches F's me up more than anything. If I try not to look at them with my camera I stay fine for a lot longer.
Before it would get gradually worse until I had to relog.
I am also having pretty serious ability lag and lazy keys in heavily populated areas in Cyrodiil, something I wouldn't have before the introduction of the FPS bug. Now, I can press W for about a second, release and watch my character keep walking forward for up to 10 seconds. Was pretty hillarious watching her walk staight into the enemy zerg like that, but it quickly got old.
Before, I got lag just like everybody else, but it was still very playable. Now, not so much.
It's a bit lower than pre 1.2(which is to be expected with higher quality lighting) but it's still far from "bollocks". pre 1.2 I would drop to 20-26 FPS during a heavy siege. Now it's 16-24 FPS during a heavy siege. Obviously results may vary.

I haven't noticed anything out of the ordinary, but I just started doing PVP within the last week.
At home, I play on a 4770k @ 4.6 GHz with a 770 classified and it runs ~60 FPS 99% of the time. In PVP, It hovers at ~30 in most big fights but I've seen it go as low as 17 for a split second in ridiculously large conflicts.
At work, I use an i3-4340 and a GTX 760. It's usually 55+, but PVP takes a toll on it. Around 20 is the norm in big battles and it can dip lower.
Considering the scale of the PVP, I thought it was pretty normal.
