Idea on NPC killing

I've read were they might/or are going to add justice system where if you kill NPC or enough of them that you will be kill on site for city (which is really cool).
But, if they do that could we perhaps have a place black market or brotherhood of darkness(when/if they add it in game) where you can buy disguises to go into the city that bounty is out for you. Would I think make bounty collecting a lot of fun as well as moving about the city as a wanted person.

✭✭What, no, if thew city has a bounty on you, then you can't enter the city in disguise just to get around the bounty system.
The whole point is that you face the consequences for your actions, having a bypass for that defeats the purpose.People believe what they either want to be true or what they are afraid is true!
