justice system and provisioning mats

Hi All,

Right now we are getting almost all provisioning mats from containers in the cities. If they will all be marked as stolen in a future, how we suppose to do the provisioning if I dont' want to steal the mats for example?
Are there anyone who saw this change on PTS (if it is on PTS)? How did they solve this issue?

Another question - I hope quest NPCs and vendors are not killable. Can anyone confirm that?

    There are plenty of crates in solo dungeons and overworld areas, and I imagine they won't be marked as owned by anyone. The city crates are just convenient because there are no enemies around and they're usually close to wayshrines.

    I don't think farming provisioning/alchemy mats will be a problem after the patch, it will just shift to new locations.

    I would think that vendor NPCs would certainly be killable. But almost all vendors are going to be within view of witnesses, so if you do try to troll everyone by killing them, you're going to have a plenty of player guards willing to whup you good. :)

    They'll probably respawn in a very short time too.

    They said there would be legal ways to obtain them still.
    I also don't think Justice System is 1.3 so it's not on the test server right now (unless I am mistaken).

    Yeah this sounds like a great immersion update but I'm afraid I'm going to walk into slaughtered towns. I am assuming if we go by lore that murder will be the way to get into the Dark Brotherhood when its revealed and probably the way to get experience in that skill line.

    I hope they will make NPCs vendors instanced, so if I didn't kill them, I can work with them. Whoever killed them will have no vendor for his own play.

    I agree that all this mess with justice system is not worth it, but let's see how it will play out. My main worry to find enough materials for crafting without penalties for theft.

    i honestly rarely ever grab mats from in city crates. Usually its open world crates.

    and? This is the easiest thing to practice from all crafting. How many portions are you making per week? 5 or 10? For that you have enough in the world, but as I said, you are not in provisioning :)

    If it's like previous TES games, then crates, barrels etc. that are outside in cities will be free to take, as well as ones in delves, dungeons, the countryside etc. Only containers inside NPC homes and shops would be stealing to take them.

    As for NPC murder it had better be instanced to the player only and no killing of Quest givers or it will be a clusterbleep of trolling. :/

    I agree - I hope it will be instanced. and I hope some of the crates in a citi will be available without stealing bounty assigned. Like in Morrowind. Otherwise it will be a pain to practice and use it.

    I hope racial motif books and recipes will not be marked as "stolen" from containers in town, or that is going to make a tough problem even worse.

    Any guild houses of which you're a member will be free to loot from without stealing. As well, after saving/liberating/completing a city town's quest line, then most of the rest of the containers become free to loot from as well. Basically only containers specifically owned by a vendor or merchant are always flagged for the justice system. At least, that's usually how it's worked in the TES game franchise.

    Ralphy, have you seen this in TES? I agree that it is how it should look like, but the video I saw had a containers far away from vendor and it was marked as stealing... This is why I am worried.

    Historically (other TES titles) there were plenty of fair-game containers to be had.

    In regard to the 'stolen' status, most material items lost that status when enchanted, upgraded, or used to create a different item.

    And I'm sure there will be the Thief Guild option of fencing or laundering the items.

    I don't anticipate a lack of product available by implementation of the justice system.

    I'm just hopeful the guards won't be able to magically see the invisible you or somehow receive a call and be onsite in an instant when you are 100 miles from the nearest witness/town.

    This is not the point. The point is - when you steal you have immediate bounty on you which is open you for pvp in cities. I don't like this and this is why I don't want to steal the provisioning mats. This is not the question that I cannot - I just dont want to. Otherwise you are open to pvp.

    Yep. Take Skyrim for example. Eventually each town or city leader will award you an honor for helping save them. They then go on to say "Anything the city can provide you, it's yours" or some other similar statement. Then when you go to loot items from the King's own bedroom, the items are not flagged anymore.

    They should make a few city or merchant quests like in other TES games where the shop owner gives you access to some of their goods after helping them. Maybe like one or two per city/town. Always kind of liked those merchant quests although usually they were too short/simple.

    He clearly said that they willl make sure that this does not negatively impact provisoners.
