Ideas for justice system (if not already present)

This is just to share my thought on how the justice system I've seen in the video could be even expanded and included in a thieves guild and dark brotherhood skill line.
I've written a comment in another post explaining an idea and i want to elaborate over here, please give input on this.
Summary:
go to jail option, escape jail, skill exp decrease by not escaping jail, thieves guild or dark brother hood will have a passive to let player bribe guard and/or have a member of guild come and help you escape the prison (open cell and distract guard with a x day or hour timer)/ real guild mate can sneak in prison, ...
From what I've seen from the video of the quakecon, there is a pay fine and a escape and get killed by guards option
, could be interested to add a go to jail (instanced or not) option and a bribe guard.
This option will have 2 possible outcome:
1:the thieve or murderer can escape and erase his/her crime (destroy report and acquire gear etc)
2: sleep on cell "bed" (don't know how to call those things), this will instantly teleport the player outside of prison, with having an impact on skills based on sentence (that is based on crime/fine)
3: log off from cell, if the player will log in after a x amount of time, his sentence will have expired without any loss in skill etc
*skill experience loss should be by % so that higher level skills and player will suffer more from this kind of activities but at same time will have to pay less bounty because they are the "hero of the zone" or have the ability to bribe (completing main store in zone, permanent passive not one time use)
This could be even improved by having a passive in a future thieves guild/dark brotherhood skill line that: in first case will create a distraction (thieves), second case will open a secret passage to exit the cell (instanced only usable with perk and only if there is no timer on passive).
Or to have a notification to all guild mate that x has been arrested for y crime in z place, the a max group of 3 guild mate could come and help you escape (with some obvious limits and a count down from when notification has been sended)
