There's a thing those angry poeples wanting a dog do not realize ..
If they bough the imperial edition, they would receive a list of items/advantages, etc ..all these where clearly stated. Zenimax wrote a contract, and those player signed, knowing full well what they where signing for.
Zenimax has EVERY rights to write has many different contracts as they want for players to sign. Nothing more is to be said .. you signed a contract, lucky you, you got exactly what you wanted. that dog just isn't part of it.
It's as simple as that.
Now, go to your bank, and ask for the same loan conditions as your neighbor, cause they're better than yours, and you'll see what they'll say .

I played went to bed... I woke up this morning to check the forums and holy good lord of all that is furry and doglike anywhere in the world! Why are people so upset and hurt about the dog?
Does it seriously matter? I mean I Beta tested, pre-ordered, and got the Imperial edition. So I got meh Monkey, meh mud crab, and meh scuttler. None of them hardly ever even leave my bank.... Why is everyone so upset?
ZOS didn't take anything from you, they didn't give the Steam purchasers anything super special. They don't even get the option for the Explorer pack I believe. Either way being they do or don't. Who really cares? It's just a digital dog... I don't think it will be game breaking to not get it.
I am pretty sure you can still PvE/PvP/adventure/craft/kill stuff/ride a horse/be the hero/make friends/be in a guild. Nothing is different because of the dogs.. Just chill lol

People, (group 'A', for simplicity) with no opinion, or minimum investment in an idea, concept or condition frequently tend to be surprised that other people,(group 'B', for simplicity) do have an opinion that is much more strongly felt, and frequently chalk it up to the opinion holder needing to get a life.
Now, I'm not saying you are in group 'A', as I don't know you, but please keep in mind that these group 'A' people who have no opinion also have no clue what kind of issues the group 'B' people have to deal with in their normal/regular/professional or slacker lives.
And they, (group 'A' people) equally tend to ignore that some people, (anyone else), come to games to forget things in their lives that are unpleasant, mundane, or just annoying as ducksnot and want the game to be an alternate space where they CAN have some time doing things the way they really want them to be.
Voicing an opinion about preferred alternate realities in a game involving alternate realities that one pays a fee to temporarily escape into would seem to be a reasonable outlet for people who would like their opinions known, yes?
I don't any reason why they can't give this dog to players who have Imperial Edition. Just I think is not nice to separate players in two groups: Steam and Zenimax

You guys sound like a bunch of tin foil hat politico's. Today a free dog!! Tomorrow it'll be a whole DLC with a new map & missions. Come on. ZOS is trying to attract new players with a small incentive. ...no big deal.
Once again I say, actions speaks louder than words and that it's how a company treats its consumer base that riles people up, not necessarily the fact that it's a dog.
Everyone is entitled to their opinion, however.
