Is the player using Vampire mist form, or whatever it is called? I know that Nightblades are having a problem staying in stealth while dealing DOT damage. So it would be surprising if the player in question is able to stealth, and stay stealth while using batswarm on other players.
no I had a templar vamp go into batswarm with invisibility. I proceeded to roll away and while invisible they wrecked me with templar skills. I couldn't see them but i saw the blazing spears. I couldn't target them but something about that seems wrong.
Im a vamp and it never occured to me I can wreck with DK spells while invisible and you cant target me.
Are you supposed to be able to be invisible and use batswarm and use other abilities while all that is going on?
Yes, you are.

Subscription cancelled due to the following facts:
- Zenimax implements more bugs from patch to patch
- Zenimax does not care about the increasing instability of the game. People have more and more crashes Fix of memory bug decreased number of crashes considerably
- Zenimax has still not fully fixed the fps drops they (!) implemented with patch1.2.3
- Zenimax does nothing to fix the massive ability lags in PvP
- Zenimax gives more attention to unnecassary 'content' like dyes for armors than fixing issues
- In patchnotes Zenimax lies about bugs allegedly fixed
- Zenimax has no plan as to how balance population in Cyrodiil campaigns
- Support is ineffective and does not even speak in a way one can linguistically understand
Problem is that bat swarmer can use abilities without anyone being able to see those abilities on their screen. The common thing is to batswarm and spam impulse while noone can see those pulsars hitting them.
This has to be tweaked slightly.

As a user (or abuser in some eyes) of clouding swarm I can say a few things:
First, it is a VERY strong ultimate, one you would expect from giving up health regen and becoming inherently weak to one of the four classes in the game (A 1.5x damage increase is no joke).
Second, the invisibility offer so much to this ultimate, making arguably better than is counterpart devouring swarm. You can use this ultimate as an invisible getaway, a massive AOE DPS spell, or even to combat rez a friend.
Third, it is not as strong as one would believe it to be. This move is very easy to counter if you have experience using/fighting it. Clouding swarm vs. fiery pulsar is not good for the swarm. ANY AOE spell can hit people while in swarm, this includes talons, explosive familiar, blazing spear, any peaceable ultimate, and any skill that requires no target to cast. You can also be CC'ed when in the swarm.
Fourth, unfortunately this skill does not perform well in a 1 vs. 1 (assuming your opponent has fought this skill before). Also the damage it does is not very high (ranging from 180-220 per tick normally) making it deal only about 1200 damage over 6 seconds against one target, assuming they don't react quickly and try to cc you and move away. Now yes that damage is still high, but not for an ultimate (soul strike at 2500 damage over 3.5 seconds).
In conclusion, I think this is a VERY good ultimate for group play, as it gives you allot of advantage and utility over multiple opponents. But like all moves it can be countered, and it just takes one person who knows how to wreck that swarm's day (nothing sucks more then dying when in your swarm, your invisible and cant be rezzed by an ally).
It should have a visual effect of some sort to show you whether it's an enemy's swarm or a friendly one. And the Pulsars or Elemental Rings the Vampire casts should be visible.
