Restoration Staff - stuck on 27

I've been carry around a restoration staff as my second weapon, although not using it a great deal; over time it's increased to 27 and then seems to have stuck there forever and a day; is there any reason why I can't seem to increase it further?

I've also noticed that restoration staff doesn't seem to have an ultimate ability; should I be able to access one?

Some tips:

• Weapon abilities increase when you gain experience while that weapon is active, or when abilities from that weapon are active. "Active" means slotted on the bar that is currently up, not the one on the other side of your swap
• Having multiple abilities from the same weapon (or any skill line) active when you gain experience increases the amount that weapon/ skill line gains
• It sounds like Resto Staff is a secondary weapon for you. One easy way to maximize experience for skills or weapons you don't use much is to load up on them just before turning in a completed quest. Equip the staff, slot several of its abilities and then talk to the questgiver
• Better yet, get a staff with the +training trait, for faster leveling
• Even better, grab an addon like Wykkyd's Outfitter, which allows you to set up a gearset/ skillset for specific purposes. I have one called "Level This Stuff," which contains skills, a weapon and armor that I rarely use, but want to level. I pop it just before turning in quests
• Weapons on your inactive bar, or skills on that bar, gain nothing -- only the stuff on your currently active bar benefits from experience, whether it's from kills or quest turnins

As for ultimates, none of the weapon skills have them.
