Why ZOS hates small guilds?

Since the time of the open Beta something that has worried me a lot is the absurd restrictions imposed by the developers on guilds with a small number of players.

I understand the need for some restrictions on certain features, it stops people from creating a lot of guilds just for bank space, and 10 players is a reasonable number to ask. HOWEVER the new patch notes for the pts server states:
[*] Once a heraldry has been designed, any guild member can purchase a tabard by visiting the Guild’s Store and searching for items of type ‘Guild Items’.
This implies that only guilds with 50+ members (and consequently a guild store) can have custom tabards.

ZOS needs to stop with the restrictions to small guilds, most of the time players that have a core group of friends and want for a more close experience or like to RP on the game world prefer to form smaller guilds, and this are the guilds that reap more benefits for updates like tabards, housing, etc

So i ask: Why ZOS hates small guilds? Why ZOS hates RPers? Why?

    because ZoS is insecure about himself so he takes it out on small guilds. The best thing to do would be to tell your principal or your parents.

    Actually they addressed this...somewhere, I can't remember where. Tabards are automatically added to the guild store when the GM makes them and anyone can buy from a guild store even if the guild has less than 50 members, they just can't sell other stuff.

    That is good (if someone can confirm it), but still they must be mindful of smaller guilds in future updates, specially when things like housing and guild halls come around.
    Its just good to remind then ounce in a while that people with smaller guilds also play this game ;)

    ^ This AND ZoS just recently stated that soon (or it just happened, can't find the link) Guilds can fall under 50 players and STILL have a Guild Store, as long as they enabled it once they got to 50 members. This was addressed due to innactives.

    Just tell everyone in your clique not to deposit anything in the bank. Invite 50 people, get your tabards and bank space then kick everyone else out. I heard in Zone Chat you keep your bank space and guild store even if you kick everyone out down to just a few people.

    I am not sure if this is true or not but clarification would be nice since there were people in Zone Chat who believed it.

    It says in the description that you can withdrawal items now matter what, but the guild must have a certain amount to deposit into those services.

    I get that you don't want to spend time with all the jerky people who do their best to ruin it for others.

    Looking at the post Zenimax made about changing Vet Zones to be less... well, mad max, they said that they hoped players would form social bonds. This hope is espoused by encouraging players to engage bigger guilds and while you can still be in smaller guilds like a family only guild or group of friends only guild you can also be in 2 trade guilds, a pvp guild and a pve guild.

    If you find players in those other guilds you like you can have them join the team slowly which forms social bonds.
