In the current state of the game the armor skills are great all with passive skills options however in the spirit of play as you want I have one simple suggestion.

Heavy, Medium and Light armor is only as effective as the passive skills that we select.

I'm asking that all the passive be moved under "armor" rather than applying by armor type.

If a player wears a mixture or a specific type of armor there is a benefit for a heavy armor wearer to be able to select a light armor or medium armor passive skills. Today that's not possible.

Also a medium or light armor wearer would benefit from selecting skills from the current heavy armor skills.

I do feel this would add variety and cause armor to have real meaning but you would need to add in some effects as heavy armor has to be more effective in damage reduction while light armor has to be more effective in movement or speed.

The magic passive seemingly could work equally over all armor types but stamina should tier based on the weight and movement limitations of armor.

Just some ideas as many feel now that some armor is obsolete based on a certain class or plausible.

Options is all I'm suggesting.
This needs refining but just a idea

What would be the point in wearin light or medium armor if you could just selected the best passives from those skills and gain the most amount of armor with heavy?

It would be better if they got the heavy and medium armour working right.

Pretty much this. The skill lines should be different an exclusive for the three lines, otherwise there's little point to two of them at any given time. However, they do need to be balanced in terms of what they do for you.

Light Armor - Magika DPS, lowest survivability
Medium Armor - Stamina DPS, medium survivability
Heavy Armor - Highest survivability, lower damage output

Right now, Light Armor just doesn't offer enough of a drop in survivability over the other two, and heavy armor doesn't grant enough survivability to offset the lower damage ability. Neither of those would be fixed (and the situation would likely get worse) if you could just choose any armor passive despite what you were wearing. Instead of seeing skirt+stick everywhere, you'd just see heavy+stick with all of the light armor passives for the even the modest survivability increase it would give you.

So how much of a drop in survivability should light armor suffer? Should my mage be one shotted if I fail to dodge roll or block? I'm not suggesting that medium and heavy don't need a boost but why nerf the light armor? Maybe it's fine the way it is.

Not saying nerf Light Armor, but give Heavy a buff (I believe that it will get a bit of one with content release 3). I don't get why Light Armor got extra spell resistance as a passive, but I'm not going to advocate that they lose it. But right now, the way that many mobs work having high armor penetration, there isn't much benefit of going heavy armor from a survivability standpoint.

I think that some of the Heavy Armor passives could be buffed/changed to help with survivability without needing to touch Light Armor one bit.
