External Software and Hardware is allowed as long as it does not give you an advantage (like makro abilities or abilities to autofight).
There are first hints of native controler support on the PTS, but nothing concrete or definite yet.

There are a few add ons that add controller support. I forget their names but I've used two of them before.
Even if they did, they could not fire any function that has any relevance for playing the game:
Addons cannot move the character, target, fire abilities, order dodges or light/heavy attacks. The functions are in the API, but marked as "Private". Wich means any try to call them from an addoon will get you an exception.
Some that are not quite as important are marked "protected", wich means they can only be called out of combat.
