If I make a full set of armour and a weapon with training on it and swap it at quest completion...

Will that level it up nice and fast?

    Yes.
I believe this is one of the best ways to level up Skills.
As Skills level up while getting Xp, and handing in quests or completing public dungeons or dolmens award a lot of XP then swapping to gear loadouts, and skill loadouts that you want to level before you hand in or complete something is the best way to get things moving.
There are even add-ons that help you save loadouts that can be used for just this reason.

Yeah it's when I saw the add-on that I thought of it.

Also on the same note, is armour experience based on the level of the armour compared to your character level at all?

For instance if I'm level 44 wearing level 1 armour am I still gaining as much experience towards it as I would if I was wearing level 44 armour?

No. I use low level Bows or Sword with Training for this reason. I predominantly use Staves but they are maxed at level 50.
There is a certain amount of XP per level required to level each skill.
The higher the level of the skill the more XP you will need to reach the next level.
As long as you are getting XP while you have that type of item or skill equipped it will increase.
The only thing that could alter how fast you level up a skill is the amount of XP you get, which does not change depending on the level of your armour.
If you hand in a Quest that awards 1,000xp, it is still 1,000xp, it does not matter if you are wearing level 1 armour or level 50 armour.

Fast is relative. It took me through Auridon, Grahtwood, and half of Greenshade to get to 40something Light Armor.
