Proof that the game has a very large population.
I think the queue is just waiting for enough players to start a new game since all the other active ones are full.

The queue you're encountering is due to the rush of people now going back to Cyrodiil, and most likely that would be the cause of any glitches you experience on the way. You're basically trying to get in to Best Buy on Black Friday. Be patient.

Clearly that's what I meant when I said that the rush of people getting back into Cyrodiil was the most likely cause of the issues.

I understand that facts may be upsetting to some people, but at the time the OP posted, his was literally the only thread in General about the issue.
