Hei-Halai/Shadowscale Enclave
The Shadowscale Enclave was removed post-beta and replaced with Hei-Halai, which is a ghost town. I see that there are Kagouti roaming the area, who may have killed off the residents, but there is also a nearby, lengthy cave, which is completely abandoned. Was this area ever meant to be more? Hei-Halai looks like an unfinished area, one that was possibly meant to be a quest hub, but ZOS never got around to actually putting the npcs in. Anything to explain the area would be nice, from letters explaining what happened, or npcs mentioning the place in conversation. Otherwise, why replace a location that existed in beta with a questine with another area that looks like it will remain permanently unfinished?

✭✭✭✭✭There are several more "unfinished" seeming areas in some corners of the game, places that feel like "there ought to be a quest there", but with none to be found that I know of... that one is merely one of them, much like Sheogoraths shrine in Stormhaven, or a fishermans hut in Grahtwood, or a few others...
Would be neat to see some life breathed into those places someday...0 -

@theshadowscout Oh yeah! How could I forget Sheogorath's Shrine, that place is spooky. Fishmans Hut in Grahtwood is dark and eerie too, as long as I'm thinking about the right one of course, where about is it located? And does it have a ramp leading up to it?

✭Bumping to say that Hei-Halai is now where Ruins of Mazzatun is located. You'll see that dungeon on the PTS now, or in the Shadows of the Hist pack to be released on August 1st. Interestingly, Ruins of Mazzatun isn't the Shadowscale quest dungeon - that one is Cradle of Shadows, on the opposite side of Stillrise Village.Guildmaster of the UESP Guild on the North American PC/Mac Server 2200+ CP & also found on the European PC/Mac Server 1700+ CP
