Does VR 1-10 still give mobs 90% armour/spell penetration

We are starting to see some facts and figures from some posters. They are generally showing a 17% decrease in mob health and about a 28% reduction in mobs damage.
Has anyone been able to check to see if armour penetration has been changed? I know it used to be 90%, which was part of why heavy armour was useless (among other things).
Unfortunately I don't have a full set of heavy armour to test this out. has anybody been able to see if its now providing more meaningful mitigation?
