I have been a 2H fan for a while now, simply because it feels so hefty, but I can't help notice in Cyrodiil that there are many more players with dual wield than 2H.
Is dual wield significantly better for pvp? If so, why? How high would I need to get my DW skill to start seeing the benefits?
The main reason why is because of 2H's main damage attack being slow and telegraphed; the two other close-range damage dealers are either low damage to a single target (cleave) or is only effective once you get someone to low health (executioner).
Thanks to the crazy hitboxes and such, it's entirely possible for someone to avoid that main 2H attack, something that's less possible with the insta-dual wield attacks.

Most of dual skills are instant. So they are harder to evade.
AoE on duals is weaker in dmg but covers bigger area.
Flying blade has hard damage, is instant, is ranged, is snairing.
