No dragons active in this time period, hence no dragon souls to absorb to fuel your understanding of any dragon shout you could possibly ever read.

Irrelevant. None of us are Dragonborn, we couldn't absorb dragon souls anyway. We'd have to spend years studying with the thu'um masters instead; now this is a real problem. So the answer is still no.

That would be lovely! ... If any of us were Dragonborn.

We aren't though. We are The Vestige. Completely different hero. Completely different time period. This isn't Skyrim Online. And this DEFINITELY should not be added in as a skill line, as much as the Dwemer should not be a playable race in the game.

I only used mine to FUS RO DAH Lydia when she got all mouthy with me.

I would not assume there are no dragonborn about. There are reasons why I think there are... however this doesn't mean we learn the Thuum. Just because we're dragonborn doesn't mean we have the Thuum. Without the knowledge to do so, we wouldn't do so.

Even if we are not dragonborn, perhaps there will be some random quests on high hrotgar (when they add it) related to your lovely shouting.

I would assume that there aren't any Dragonborn around, since the Ruby Throne sits empty. But let's just, for the sake of argument, say there are some Dragonborn hanging around the world. Here's why that's a terrible idea for an MMO:

1. You can't become Dragonborn. So either everyone is Dragonborn, or it's randomly assigned to 1% of the population, regardless of whether they want it or not. Which would make people go absolutely insane.
2. Even if that first hurdle is overcome, there are no dragons. No dragons means no souls. No souls means no quick-and-easy shout learning. You still have to do it the hard way. Oh, and let's not forget that without the soul-absorbing (or someone handing you the Amulet of Kings), no one will even know that you're Dragonborn.
3. Even if both of those things weren't a problem: balance is. Shouts would need to be balanced with the magic system, and the Dragonborn is supposed to be more powerful than others.
4. Finally, just as a counterpoint: without learning the Thu'um, the status of Dragonborn is utterly pointless. Unless you plan on naming your character Tiber Septim and ending the game.

Only Nords and Dragonborn can use shouts, and Nords require training, they can't just read them off a wall.

Dragonborn do learn the Thuum, in skyrim we mastered the Thuum by absorbing Dragon souls, but the Thuum itself was just the word, you had to learn it first before you mastered it. Which in Skyrim meant you found it, then you unlocked it. In this game you would have to spend years learning it's nuances, before you could use it.

You do know you don't have to be dragonborn to use shouts right? Ulfric Stormcloak, the greybeards, ancient draugrs just to name a few learned how to use dragonshouts through training.

And absolutely. But to learn shouts as a non Dragonborn would take many many many years of study. And I don't think we want to play a game whereby your character just sits and learns shouts

There are no *known* Dragonborn at this time in Tamriel's history and I doubt the Greybeards would want any real interaction. This game isn't Skyrim.
