At the time in the Second Era when ESO is set, an Akaviri invasion was fought back quite recently, and it would not make any real sense to have Akaviri style gear for an Imperial guard force. The Blades, with their Akaviri traditions, were formed by an Akaviri force looking for a Dragonborn and finding it in Tiber Septim, and in ESO that is still quite some time into the future. The disbanded Emperor's guard led by Sai Sahan was called the Dragonguard, not the Blades.
However, I do agree that the samurai-themed Akaviri armor and swords could still be a nice touch for the game. Akaviri invaders could well have left their mark on Tamriel through prisoners of war or deserters, or simply by loot from the battlefields. The katana swords would probably require a new set of combat animations, though.
...aaand now I get into too much detail even for my own liking.

Actually the Blades date back to Emperor Reman I. Who ruled First age 2703-2762.
